Commissioner, JMC inaugurated ABC/ARV programme for stray dogs at Municipal Animal Care Centre, Roop Nagar Jammu

Commissioner, JMC Dr. Manmohan Singh, KAS accompanied by Dr. Jaswant Singh, Municipal Veterinary Officer, JMC and Dr. Anita Salgotra, Health Officer, JMC today inaugurated ABC/ARV programme for stray dogs at Municipal Animal Care Centre, Roop Nagar Jammu. While giving detail about the programme Dr. Singh said that the stray dogs population has increased many folds in the last 3-4 years and JMC was receiving lot of complaints regarding the dog bites and nuisance created by the stray dogs as such it has become very difficult for the JMC to handle this situation. Also as per the Hon’ble Supreme Court and High Court directions and guidelines issued by Animal Welfare Board of India from time to time killing of stray dogs and their relocation from one area/locality to another is totally prohibited. Hence we had left no other option but to outsource this programme for which JMC has invited tenders from the interested bidders /NGOs and finally we had entered into an agreement with a Nasik based NGO for execution of ABC/ARV programme of stray dogs in all the 71 wards of JMC for a period of 02 years. The Sterilization of stray dogs will be carried out wardwise and after sterilization, anti rabies vaccination and post operative care for 3-4 days these dogs shall be dropped in the same area /locality from where they are lifted up and for this purpose the said implementing agency has deployed its trained doctors, Paravets and dog catchers which shall carry out the whole procedure in a humane and scientific manner and as per the guidelines given in SOP module issued by AWBI. Quick response teams has also been constituted to attend the complaints of general public regarding the sick, injured, aggressive stray dogs and dog effected with or suspected for rabies. ABC/ARV monitoring committee shall also be constituted to lookafter the effective implementation of this programme. Those who were present in the inaugural function include Dr. Sagar Ghadage, representative of NSPCA, Dr. Shah Nawaz and other staff members.
