Principal Secretary, Housing & Urban Development, Sh. Dheeraj Gupta (IAS) accompanied by Deputy Commissioner Jammu, Sh. Ramesh Kumar (IAS), Commissioner, Jammu Municipal Corporation, Sh. Pankaj Magotra (KAS), Vice Chairman JDA Sh. Pawan Singh Rathore (KAS), MD Housing Board, Sh. R.K. Katoch (KAS) & Chief Engineer PDD, Sh. Sudhir Gupta today conducted an extensive familiarization tour of the major upcoming urban development projects which shall soon make marked difference in the urban landscape of Jammu City and also took stock of the pace of progress of these works.
During the review of Multi-Level Car Parking Shopping Complex at General Bus Stand, Jammu he was briefed by the Vice Chairman JDA that the work of the said six-storeyed complex catering to terminal of 80 buses, parking of 1312 cars &177 scooters with shopping mall in top two floors and 167 shops at the ground floor was started in October 2016 and is targeted to be completed substantially by 30th April 2019 as per the crash programme submitted by the contractor M/s SPCPL.
During the inspection, Sh. Dheeraj Gupta directed the officers of PDD to complete the 6.3MVA 33/11KV dedicated receiving station by 30.04.2019 so as to make the MLCP complex fully functional. He was further apprised by the Vice Chairman about the connectivity through proposed elevated corridor from the Super Speciality Hospital across B.C Road & direct access to the mall through Foot Over Bridge from the Hari Market side to the complex .
In view of the targeted date of 30.04.2019 he passed instructions to the engineers and contractors to accelerate pace of work and chalk out a plan for facility management so as to ensure timely completion of the project and the public is benefited at the earliest.
He further directed the staff of JDA to prepare a Detailed Project Report for construction of Multi-level complex with Multiplex halls as Phase II, over the area of existing Bus Stand in view of the condition of the existing building of Bus Stand.
During his visit to Muthi, progress of 72 No. under construction flats in (Phase-I) being constructed at an estimated cost of Rs.35.31 Crore was reviewed, and he expressed his displeasure on delay in the completion and emphasized to complete the said flats in all respects at the earliest. He was also apprised regarding construction of upcoming 144 number flats in Phase-II at an estimated cost of Rs.79.66 Crore, the work of which stands allotted to a Delhi based firm on EPC mode. He showed his concern regarding non provision of basement parking in the said flats. He gave on spot directions to the Commissioner, Jammu Municipal Corporation and Vice Chairman, Jammu Development Authority to make it obligatory to keep provisions of basement parking in the upcoming projects.
The Principal/Secretary also inspected Commercial Shopping Complex at Muthi being constructed at an estimated cost of Rs.10.17 Crore and was satisfied with the progress of the project. The Principal/Secretary also visited the working women hostel site at Boria Basti which is being constructed at an estimated cost of Rs. 529 lacs and was satisfied with the progress of the work and directed to outsource for its operation and maintenance after its completion. He also inspected Night Shelter building at Boria Basti constructed at an estimated cost of Rs. 198 lacs.
The Principal Secretary was also briefed about the upcoming Tawi River Front development project being constructed taken by the Jammu Development Authority on both sides of river Tawi between Bikram Chowk Tawi bridge to 4th Tawi bridge. This project overlooking the proposed Tawi Barrage envisages development of Tawi embankment by way of diaphragm wall and retaining walls. The retrieve land shall be utilized for development of green strips, amusement parks and some portion shall also be commercially developed to recover the cost of the project. JDA is taking up 1.5 km project on pilot basis during the current year.
At the Bhagwati Nagar site, the Principal Secretary, H&UDD was informed that three 67 MLD total Capacity Sewerage Treatment Plants are being constructed in the areas out of which 30 MLD capacity plant constructed by ERA has started operations and is presently being maintained by UEED. Directions were issued by the Principal Secretary to the General manager, NBCC to complete network, house connections and 27 MLD capacity sewerage treatment plant of the sewer project entrusted to NBCC by August, 2019 and in this regard directed him to submit Bar Chart for completion of the balance work on fortnightly basis and submit the detail report on the project within a week’s time. Chief Engineer, UEED was directed to submit a complete action plan for smooth transfer, operation and maintenance of sewerage projects which are going to be completed in the current year by various executing agencies. While inspecting the STP Laboratory, the Executive Engineer was directed to submit a proposal for upgradation of the laboratory so that it becomes compliant to latest industry norms..
The Principal Secretary also visited the Intelligent Traffic Management sytem Control Room established at Gulshan Ground, Jammu and gave useful suggestions for improving the present traffic light management and directed the Commissioner, JMC to expedite the process for introducing traffic violation detection system on these intersections to enable e-challaning.
