A meeting of ABC/ ARV monitoring committee under the chairmanship of Rahul Yadav (IAS) Commissioner, JMC was conducted in which detailed discussions were held on the various aspects and progress of the ongoing ABC/ARV program being implemented by an Animal Welfare Organization i.e. Friendicoes-SECA in collaboration with JMC at Municipal Animal Care Centre/ ABC Centre, Roop Nagar, Jammu. The meeting was attended by all the members of ABC Monitoring Committee viz. Sh. Anil Kumar Masoom, Councillor, Ward No. 10, JMC, Dr. Sher Singh, Disease Investigation Officer, Animal Husbandry Deptt, Jammu (Representative SPCA Jammu), Dr. Vinod Sharma, Health Officer, JMC, Dr. Sushil Kumar Sharma, Municipal Veterinary Officer, JMC, Ms. Devinder Kour Madaan, Chairperson, SAVE (NGO), Miss Namrata Hakhoo, Founder/ Chairperson, Hakhoo Street Animals Foundation Trust (Regd.).
MVO, JMC, Dr. Sushil Kumar Sharma appraised that since the Award of Contract to the implementing agency w.e.f 01-04-2021 to 31-07-2022, 9781 number of stray dogs have been sterilized & vaccinated by the agency with ward wise/ complaint basis catching and all sterilized and vaccinated dogs are relocated in the same area from where they were caught as per the ABC (Dogs) Rules, 2001 promulgated under the Prevention of Cruelty to Animals Act, 1960.
MVO, JMC further apprised that so far total 26,878/- number of stray dogs have been sterilized / vaccinated within JMC limits by taking into account of previous ABC done by the JMC.
In the meeting it was decided that local Animal Welfare Organization operating in the area in collaboration with JMC shall contribute in counseling of general public about improving human behavior towards community dogs & should make diligent efforts to sensitize, inform & educate the community about the effectiveness of ABC programme in helping to reduce the dog population growth as well as in eradicating rabies. The local animal activists/ volunteers/ dog lovers shall also contribute to accompany the dog catching squad while catching and release of dogs.
In order to control the stray dogs population effectively and sustainably in a time bound manner, JMC shall create more infrastructure and for that MVO, JMC has been directed to take up the matter with the concerned Engineering wing of JMC for formulation of DPR.
Commissioner, JMC urged the general public for their cooperation in the implementation of ABC programme within JMC limits and also stressed for better coordination among the JMC authorities, Animal activist volunteers and Animal Welfare organization operating in the area for making this programme a grand success so that Jammu City will become a better place for humans as well as animals.
